all leaves, no vegies

Last year, my brother dis a square foot garden and said he followed the soil formula by the book. He ended up with lots of leaves and no vegies, What would cause this? What a Face

A lot of nitrogen will produce fabulous foliage. If he plants in the same bed this year my guess is he may have better results. Can you tell us what are the 5 types of compost he used?
