Intermountain potato leafhopper

hello gardeners,
i finally found out what kills my potatoes, it's Intermountain potato leafhopper . i would like to know how to kill it. any advice?

Maybe a floating row cover is your best bet. UC IPM says to deal with like flea beetles or aphids. http://www.ipm.ucdavis.edu/PMG/selectnewpest.potatoes.html
I gather they are resistant to most sprays, that is what happens with pests of commodity crops.

thank you! will try to spray. can't really cover them. we have very strong winds, i chase my trash can every other week:)
