Rose Rosetta

Are there any rose experts here?  Is this normal growth or Rose Rosetta?  I've heard my area is having a big problem with this and I'm new to roses.

I'm not a rose expert, but it looks okay to me as best I can tell from the 2 photos. No "witch's broom." The new red leaves will turn green shortly if it's healthy.

I don't know the answer to your question. But I suggest contacting the Garden Clubs of your area , botanical gardens or your local extension service for the best advice.

This looks like the new shoots on my healthy Knock-out roses.
