Which soil to use for grass?

We recently moved into a new house in Brooklyn.  The backyard was overgrown with weeds and rocks and garbage.  Last year we worked very hard to get rid of all the weeds and garbage.  We attempted to plant and grow grass but it did not work very well. 
The soil is very very full of rocks.  
I would really like to have grass back there.  I know we need a good few inches of something to cover up on all the rocks and pebbles, etc but I'm not sure what exactly.  What should I get to put down that will be good for growing grass?  The space is 20x50 so it would be great if its something that is affordable or I would love to hear any ideas of how to do it affordably.

Top soil with some fine-screened compost mixed in the top inch or 2. ?????
