Pesky Peppers.

Somebody asked a question the other day on when to pick peppers---I think hers were bell peppers, and I want to ask a follow up question.

Cubanelle peppers. I understand that they start green and turn red as they begin to ripen. However, I've seen recipes for green cubanelle peppers, which begs the question---are these green cubanelle's cooked before they have been allowed to ripen? Do they NEED to ripen to red before you eat them? If yes, do you let them turn red on the plant and THEN pick them, or let them ripen to red after they are picked?

What about the bell peppers---if you are growing orange or yellow or red, do you allow them to turn color before picking them, or do they turn once they've been picked?

I'm not an expert, but as I understand it:
Sweet peppers get SWEETER as they get redder (or orange, yellow)
Hot peppers get HOTTER as they get redder, so you can harvest them green, but they just won't be as hot as when they ripen to red.
If I'm wrong, someone please correct me because I read this in a garden book so think they might know what they're writing about.
