Free compost near Chicago area?

I live in NJ where there are plenty of free compost and mulch places and its made my gardening way cheaper.

My parents live in Chicago area and I was wondering whether there are any places that offer free compost/soil.

I found numerous references about free compost in Chicago area by using Google. I also found this, "there is free horse manure at the Chicago Police horse stable in the Southshore Cultural Center on South Shore Drive & 75th street"
