Japanese Bettles and grubs

Things were looking good in my new square foot garden until I planted some bean seeds along the trellis. The plants never progressed beyond four or five inches. They looked unhealthy and sad. I pulled them out and investigated the soil. It was full of grubs and Japanese bettles. Researching the net produced two organic options to address the grubs: Milky Spore and Nematodes. Are either of these allowed in Hawaii? Several on-line suppliers list Hawaii as a forbidden state. Any advice??

Grubs can be from any kind of beetle.
I see online that Milky spore is now available in Hawaii. Please read up on it as it is not a pesticide and takes a while ( a few years) for good results. Best of luck.
