need for concern?

I have noticed several of my transplants have small very light brown sots on them. From a distance looks it like they have sand on them. What should I do, I completely new to gardening and I really would like to be successful. Thanks !

It is hard to tell from the photo, but the leaf is the lowest one on the stem, is that correct? Do any of the other leaves have a similar splotchyness?
